The Florida Hometown Heroes Program was created to help eligible Florida workers purchase a primary residence in the communities where they work and serve.
For many hardworking Floridians, saving enough money for a down payment and closing costs can be one of the biggest obstacles to homeownership. The Hometown Heroes Housing Program can help eligible buyers address some of those upfront costs while also providing access to competitive mortgage financing.
The program is especially relevant to people who keep Florida communities running every day—from healthcare professionals and teachers to firefighters, law enforcement officers, childcare workers, military service members, and qualifying Veterans.
If you’re considering buying a home in Florida, here’s what you should know about the program and how to determine whether it may be an option for you.
1. What Is the Florida Hometown Heroes Program?
The Florida Hometown Heroes Housing Program is administered by the Florida Housing Finance Corporation.
Its purpose is to help eligible workforce members purchase a primary residence in the community where they work and serve.
The program combines an eligible first mortgage with down payment and closing cost assistance for qualified borrowers.
Florida Housing’s current 2026 program also provides special benefits for qualifying members of the military and Veterans.
The goal is straightforward: help eligible Floridians who contribute to their communities have a greater opportunity to become homeowners.
2. Who Can Qualify for Hometown Heroes?
One of the most important things to understand is that Hometown Heroes is not available to every Florida worker.
The 2026 program is limited to specific categories of eligible borrowers. Your profession, employment status, employer, and other program requirements can all affect your eligibility.
Active-Duty Military & Military Service Members
Qualifying members of the U.S. military may be eligible for the Florida Hometown Heroes Program, including active-duty service members and qualifying members of the military reserves.
The program also recognizes qualifying members of the United States Coast Guard and Coast Guard Reserves, as well as members of the Florida National Guard.
For military members, eligibility is based on meeting the applicable program requirements in addition to their military status.
If you’re currently serving and considering purchasing a home in Florida, it may be worthwhile to explore Hometown Heroes alongside your other military homebuying benefits, including VA financing if you are eligible.
Veterans
Qualifying Veterans are also included in the Hometown Heroes Program.
For the 2026 program, a Veteran must be employed full-time by a Florida-based employer and meet the applicable program requirements.
This category can be particularly valuable for Veterans who are transitioning into civilian employment in Florida and looking to establish a permanent home in the community where they work.
Veterans should also ask a participating lender about how their military service may affect other requirements, including applicable first-time homebuyer rules and whether they can use a VA first mortgage with Hometown Heroes assistance.
Healthcare Workers
Healthcare workers are one of the major occupational groups included in the program.
Depending on the specific position and employer, qualifying healthcare professionals can include workers such as:
- Registered Nurses (RNs)
- Licensed Practical Nurses (LPNs)
- Certified Nursing Assistants (CNAs)
- Advanced Practice Registered Nurses
- Nurse practitioners and other qualifying nursing professionals
- Medical and clinical technicians
- Laboratory technicians
- Phlebotomists
- Emergency room technicians
- Other qualifying healthcare professionals
However, simply working in healthcare does not automatically mean you qualify.
The program has specific requirements regarding the type of healthcare facility and employer. For example, employees working directly for qualifying hospitals, healthcare facilities, mental health facilities, and other eligible providers may qualify, while employees of certain businesses that support the healthcare industry may not.
If you’re unsure whether your position or employer qualifies, a participating lender can review your specific employment situation.
School Staff Members
The Hometown Heroes Program also includes qualifying employees of K–12 schools.
Eligible school employees may work for qualifying:
- Public schools
- Private schools
- Charter schools
- Magnet schools
- Other eligible K–12 educational institutions
This category is broader than teachers alone. Depending on the current occupation and employer requirements, other qualifying school employees may also be eligible.
However, there is an important distinction: working in education does not automatically make someone eligible.
For example, employees working for a school district’s administrative office or employees of colleges and universities may not qualify under the K–12 school staff category.
If you work in education and are considering purchasing a home, verify that both your position and employer meet the current Hometown Heroes requirements.
First Responders
First responders are another key category within the Hometown Heroes Program.
The current eligible occupation list includes qualifying:
- Firefighters
- Certified Emergency Medical Technicians (EMTs)
- Certified Paramedics
The employer can also matter. Qualifying first responders generally need to be employed full-time by an eligible Florida-based fire department, ambulance service, hospital, or other qualifying organization.
Because emergency services include many different positions, it is important not to assume that every employee working in an emergency-response environment automatically qualifies.
Your certification, position, employer, and employment status should be reviewed against the current program requirements.
Public Safety Workers
The program also recognizes professionals whose work helps protect Florida communities through law enforcement, corrections, emergency communications, and related public safety services.
Qualifying occupations can include:
- 911 Public Safety Communicators
- 911 Operators and Dispatchers
- Correctional Officers
- Correctional Probation Officers
- Juvenile Detention Officers
- Juvenile Probation Officers
- Sworn Local Law Enforcement Officers
- Sworn State Law Enforcement Officers
- Sworn Federal Law Enforcement Officers
Depending on the occupation, the employer may need to be a qualifying Florida-based law enforcement agency, detention facility, correctional facility, emergency operations center, or other eligible organization.
If you’re a police officer, sheriff’s deputy, dispatcher, corrections professional, or another public safety employee, reviewing the specific occupation and employer requirements is an important first step.
Court Employees
Court employees are another group that may qualify for Hometown Heroes assistance.
Eligible occupations can include certain:
- Court Clerks
- Court Reporters
- Court Stenographers
- Assistant State Attorneys
- Assistant Public Defenders
- Qualifying Attorneys
- Other eligible court professionals
The employee generally needs to work full-time for a qualifying Florida court, court administrator’s office, State Attorney’s Office, Public Defender’s Office, or another qualifying employer.
Because the requirements can depend on both the position and employer, court employees should verify their eligibility with a participating lender before beginning the homebuying process.
Childcare Workers
Childcare professionals are also recognized under the current Hometown Heroes eligibility categories.
Depending on the applicable requirements, this may include full-time employees working for qualifying Florida-based:
- Licensed childcare centers
- Licensed childcare facilities
- Qualifying home daycare operations
- Other eligible childcare providers
Childcare workers play an important role in allowing Florida families to work and contribute to their communities, and the Hometown Heroes Program recognizes qualifying professionals in this field.
As with the other categories, the specific employer, facility, employment status, and other program requirements matter.
Military, Veterans, and Florida’s Workforce Heroes
While these categories are different, they all share the same basic goal: helping eligible Floridians who work, serve, and contribute to their communities have an opportunity to become homeowners.
Whether you’re an active-duty service member, Veteran, nurse, teacher, firefighter, police officer, EMT, childcare worker, or another qualifying professional, the first step is understanding exactly which program requirements apply to you.
Your job title alone does not guarantee eligibility.
The best way to determine whether you qualify is to have a participating lender review your occupation, employer, income, credit, and other applicable requirements before you begin planning your purchase.
3. How Much Assistance Can You Receive?
One of the biggest benefits of the Florida Hometown Heroes Program is assistance toward your upfront homebuying costs.
For the 2026 program, eligible borrowers can receive:
Up to 5% of the total first mortgage loan amount
with:
$10,000 minimum assistance
and
$35,000 maximum assistance.
For example, if your first mortgage amount is $300,000, 5% would equal $15,000 in assistance.
If the calculation reaches more than $35,000, the assistance is capped at $35,000.
The funds can be used toward eligible down payment and closing costs.
However, it’s important to understand that this is not simply a $35,000 cash grant.
The actual amount of assistance available depends on your first mortgage amount and the applicable program requirements.
4. Is Hometown Heroes Assistance Forgivable?
This is one of the most important details for potential buyers to understand.
The Hometown Heroes assistance is structured as a:
0% interest, non-amortizing, 30-year deferred second mortgage.
That means you don’t make regular monthly principal and interest payments on the second mortgage during the deferred period.
However, the loan is not forgivable.
The Hometown Heroes second mortgage becomes due and payable upon certain events, including the sale of the property, refinancing of the first mortgage, transfer of the deed, satisfaction of the first mortgage, or when the homeowner stops occupying the property as their primary residence.
Understanding this structure is essential before deciding whether the program is right for you.
5. What Mortgage Options Are Available?
Hometown Heroes is not a standalone down payment assistance program that you use independently of a mortgage.
Eligible borrowers receive assistance alongside an approved first mortgage.
The current program provides eligible borrowers access to FHA, VA, RD, and conventional first mortgage options, depending on the borrower’s circumstances and program requirements.
This means your lender can help determine which financing option best fits your situation.
FHA
FHA financing may be appropriate for certain buyers who meet the program and lender requirements.
VA
Eligible Veterans and military service members may be able to use VA financing.
This can be particularly relevant for Veterans and active-duty service members who are also exploring military-specific homebuying benefits.
USDA/RD
Eligible buyers in qualifying areas may have access to USDA/RD financing.
Conventional
Conventional financing may also be available through the applicable Florida Housing program.
The right loan depends on your income, credit, employment, property, and overall financial circumstances.
6. What Other Requirements Should Buyers Know?
Meeting the occupational requirement is only one piece of the qualification process.
Potential buyers should also be prepared to meet the program’s current requirements related to:
- Employment
- Income
- Credit
- Mortgage financing
- Primary residence occupancy
- Property eligibility
- First-time homebuyer status, where applicable
This is why it is important to speak with a participating lender before assuming you qualify.
A lender can review your individual circumstances and explain which program and mortgage options may be available.
Veterans and Military Members May Have Different Rules
The Hometown Heroes program includes special provisions for qualifying Veterans and military personnel.
For this reason, a Veteran should not assume that the general first-time homebuyer rules apply in exactly the same way to their situation.
Your lender can review the current requirements and determine how your military service affects your eligibility.
7. Why Should You Apply Early?
Hometown Heroes has historically been a highly sought-after program.
Florida Housing reported that the 2025–2026 allocation committed all available funding after assisting more than 3,000 Florida families in approximately six months.
Since the program is dependent on available funding, eligible buyers should not wait until they have already found their dream home to start investigating their options.
Getting started early allows you to:
- Determine whether you qualify
- Understand your potential assistance
- Compare mortgage options
- Establish your homebuying budget
- Get pre-approved
- Begin your property search with more confidence
Florida Housing also warns consumers that there is no cost to apply for Hometown Heroes down payment assistance and advises buyers to be cautious of anyone requesting an upfront fee simply to apply for the program.
How to Get Started With the Florida Hometown Heroes Program
If you believe you may qualify, the process can begin with a few simple steps.
Step 1: Check Your Occupation
Determine whether your profession appears on the current eligible occupation list.
Remember that eligibility may depend on both your occupation and your employer.
Step 2: Confirm Your Employment
The current program requires eligible workforce borrowers to meet applicable employment requirements, including full-time employment by a qualifying Florida-based employer where required.
Qualifying Veterans must also meet the applicable employment requirements.
Step 3: Contact a Participating Lender
A participating lender can review your income, credit, employment, mortgage options, and program eligibility.
They can also help determine whether an FHA, VA, RD, or conventional first mortgage may be appropriate for your circumstances.
Step 4: Determine Your Budget
Knowing how much you qualify for is different from knowing how much you should comfortably spend.
Consider your projected mortgage payment, taxes, insurance, HOA fees, maintenance, utilities, and other homeownership expenses.
Step 5: Get Pre-Approved
A pre-approval gives you a clearer picture of your purchasing power and can make the home search much more focused.
It can also help you move forward confidently when you find a property that fits your needs.
Step 6: Find the Right Home
Once your financing is in place, your real estate professional can help you identify properties that fit your budget, lifestyle, location, and long-term goals.
Is the Florida Hometown Heroes Program Right for You?
The Florida Hometown Heroes Program can be an excellent resource for eligible buyers, but it isn’t automatically the right choice for everyone.
The program has specific eligibility requirements, and funding availability can change.
It’s also important to understand the structure of the second mortgage before accepting assistance.
The best way to determine whether Hometown Heroes makes sense for you is to review your individual situation with a participating lender and a knowledgeable real estate professional.
